Children and Family Services

ABOUT US

The Division of Children and Family Services (DCFS) provides in-home and out-of-home services to children and families. The Protective Unit provides services for families with elevated levels of risk for child maltreatment to resolve issues and lower the risk. The Foster Care and Adoptions Unit provides services for children in the Department’s care and custody, that cannot safely remain in their homes. Workers in both units conduct custody and adoptive local and international home studies for the courts for public and private matters.

This division recruits, trains, licenses, and monitors foster and adoptive homes. This division has responsibility for administering programs specifically geared towards children in care and must manage the combination of local and Title IV-E and Title IV-B funds that support children’s programming.

The Division of Children and Families Services is responsible for the overall administration and supervision of two programs and their correlated resources

a. Foster and Adoptive Resource Parent Training via the National Training and Development Curriculum (NTDC).

o NTDC was developed by Spaulding for Children in partnership with the US Department of Health and Human Services Administration for Children and Families Children’s Bureau

c. Kinship Navigator
d. Youth Transitioning to Adulthood Services
e. Fostering Youth to Independence (FYI) via Virgin Islands Housing Authority

o Foster Youth to Independence (FYI) is a program that allows Public Housing Agencies (PHAs) working with Public Child Welfare Agencies (PCWAs) to award housing vouchers to eligible youth who are homeless or at risk of homelessness. FYI recipients may receive up to 36 months of rental assistance and case management. FYI is an initiative designed to assist young adults between the ages of 18 and 25 who have been part of the foster care system and are experiencing homelessness or are at risk of becoming homeless. Parents can foster youth to independence by creating opportunities for their children to practice skills and feel capable.
